It didn't predict the rise of superhero films. It was a product of the rise of superhero films.
The Incredibles steals from some of the best superhero comics ever (Fantastic Four, Watchmen, America VS the JSA).
It's 100% a superhero movie, from its borrowed themes throughout its execution.
