we give to a bunch of things in addition to our church. I have been feeling more and more like the baseline should be 10% to church and other giving on top. My problem is my employer matches the first 10k but not for churches so I prefer to give to organizations that can get a match.

Yes. Tithing is about the heart not the money. If you don't feel comfortable tithing at your church you should find a different one. Why would you trust your soul somewhere you don't trust your money?
