Definitely, but if that were the case, there are much better targets all over Manhattan, many of which have little to no police presence. Think about the damage you could do rolling a big arse truck down 5th Ave or one of those old narrow streets just east of 9/11. This area is not as heavily foot-trafficked as other parts of the city. The European attacks with trucks always hit highly visible/symbolic, heavily-trafficked areas with loads of pedestrians (London Bridge, the Promenade on Bastille Day in Nice, La Rambla in Barca, etc.).

Always possible, but that doesn't make sense to me in this case.

To follow up on this, upgrayedd, having a more complete sense of the picture now, I would bet the ultimate target was in/around 9/11, and he came up just short.

Houston to Chambers is a long way and could do a lot of damage. I am glad he didn't choose a more exposed and much more crowded area (like 5th Ave), but it seems he went for speed and agility down a bike path to end up at the Memorial rather than trying to hit as many people as possible elsewhere.
