If not mistaken there is a campaign to blacken New Zealand. Could have something to do with that.

naw NZ has pretty harsh immigration rules already, but it's facing a housing issue
they also have a coalition government so this is kind of the baby of that coalition
they appease those who want strict immigration standards and the progressives who want to lower housing costs. now this policy is potentially insane (b/c they're leaving millions of foreign investment outside of their borders) but it's a sellable domestic policy for Kiwis
