Some recommend fertilizing about a week or two before planting to get it broke down into the soil. I always just threw the seed then fertilizer and ran over it with the harrow (after plowing/tilling of course). Right before a rain if you can. I never had a problem doing it as I did.

Experts say to put your phosphorus out when you seed. 2-3 weeks after that come back with your ammonium nitrate or urea
