They didn't care. The U.S. Chamber of Commerce representing the multinational companies was paying their bills. As long as they were profiting NAFTA was sold as 'free trade".
As the current Commerce Secretary Wilbur Ross said in a recent CNBC interview (paraphrasing), "free trade is a perfect theory at the universities and think tanks. In the real world free trade does not exist." Then he gave a couple of examples of what was labeled as "free trade" and demonstrated how it was actually unfair to American interest and protectionist trade for Canada, Mexico, China and others.
