Parents paying for it has nothing to do with it in my opinion. Their are tons of options for kids who can't afford it.

My sons FCD teams had 3-4 scholarship kids every year that weren't paying a dime.

They attended open/free tryouts, and coaches offered them spots. The only expense the parents had was uniforms.

Parents paying is the problem with the whole country

Thats nice some kids get help but thats not something unique to FC Dallas,

Now imagine that if the whole youth team was on scholarships and no one had to pay a dime, and they got professional quality coaching from age 6 upwards. That's what it would take to reach European levels.
