Thats not true at all, go to any inner city esp on the east coast filled with multi culture environment and soccer is played everywhere. Problem is these kids go undiscovered bc their parents cant pay for it. I saw it first hand playing travel and HS ball.

Parents paying for it has nothing to do with it in my opinion. Their are tons of options for kids who can't afford it.
My sons FCD teams had 3-4 scholarship kids every year that weren't paying a dime.
They attended open/free tryouts, and coaches offered them spots. The only expense the parents had was uniforms.
