re: Suggestions on what to do with growing homeless/panhandler problem?

Can't attack the branches of the sick tree you have to treat the roots.

Most are addicted and/or mentally ill, they need help to correct that.

We need to start labeling crazy as crazy again and open up more mental facilities.
