Brett Favre 1995-1997 over any other QB in history. And this was at a time when defense and the running game were legit.
40 year old Favre had his best statistical season in this 7-on-7 era we're in now. Rodgers is great but he benefits a ton from the style of football being played.
I don't see Rodgers throwing blocks on LBers 20 yards down field like Favre, either.
Sure, Favre was reckless at times throughout his career, especially in the 2000s but Favre at his best (95-97) over Rodgers at his best.

Say what you want about today’s 7 on 7 context but what A-Rod’s accomplished in this era is simply unreal: TD/INT ratios of 30-7, 45-6, 39-8, 38-5 and 40-7, all accomplished on 64%+ completion pct, 103 passer rating or better. The only seasons that remotely approach that excellence is Tom Brady’s 2007 and 2016 seasons and Peyton Manning’s 2013 season. So consistently brilliant, it’s uncanny. This dude, with Brady, is the cream of today’s NFL crop and there’s more remaining barring career-ending injury.

If Favre played his whole career in today's NFL he would be untouchable in my opinion.
