Some of you are completely ignoring what happens without FA intervention. The pro/rel system wasn't working in France to the degree that the French FA took youth development out of the hands of the clubs entirely. The German FA had to mandate that all clubs have a working youth academy had helped provide funding for coaches, because the clubs aren't going to use that money for development.
You people are idealizing the pro/rel system but don't see the forest for the trees.

It takes a mix of both, but no one believes the USSF is serious about youth development until pay to play is gone.
