The only difference is attitude about it. A lot of rural whites are ashamed they have to use it but rural America has been neglected and jobs have left in droves. But still if the GOP took away those programs without first bringing jobs back those voters would revolt. On the other side, blacks seem to not be as ashamed of welfare and inner cities have a welfare culture that is extremely disintegrating to their culture and communities. There is less desire to do better
