Everybody that lived through that attack is lucky he didn't, and it has nothing to do with the fuel tanks.

And tracer rounds wouldn't ignite jet fuel.
Do a little experiment when you get home.
Jet fuel and diesel are very similar. Put a teaspoon of diesel in a shot glass and try and light it with a match or lighter. You're going to have a very hard time. It might light if it's 95 degrees and really dry outside however if it does light it will likely burn out on it's own before all the fuel is gone.
Tracers going into a fuel tank would simply burn out due to the lack of O2.
You need the right combination of air (O2) and fuel to burn jet fuel. Now if you put some jet fuel or diesel in a spray bottle and spray it across a lit match you're going to get a burst of flame. The spray bottle is mimicking fuel injectors in jet engines or diesel engines.
