Believe it or not.
I agree with you.
The best solution would be to force the NBR to meet a set of demands.
1) if you desire contributions, you must show that the area can produce at least 30% of proposed donation.
2) you must provide a detailed plan regarding how the funds will be spent and provide proof of purchase regarding services rendered to an assigned review board under SBR jurisdiction.
3) you will be assigned a specific timeline for completion of all services rendered. Failure to meet timeline will mean termination of future funding and other demerits as outlined by the contract.
4) proof of employment and other means by which persons are employed should be cataloged. The number of employees and their assigned responsibilities should be provided in a detailed report to the SBR.
I could go on, but you get the idea. Honestly, I'm thinking of running for mayor or city council when I'm older

You seem like a pretty intelligent, normal person.
You'd never win. All the hardcore govt tit sucklers would just scream uncle Tom at you.
Plus in your previous post you stated that in order for NBR to receive financial help they would need to meet certain qualifiers.
That is polar opposite of what most of these loud mouths want.
They want a blank check with no oversight and no stipulations. Then they want to be able to distribute said check to whomever they deem as "helping the community"
Anything less than that will be seen as racist.

If you're trying to hold people accountable, you can forget getting elected to office in a Democrat machine district. That's not how it works
