The only link to the whole Prog theory is that it was a country music festival. While I'll admit that is making me pause, I would suggest that this country has dozens of old dudes with similar criminal psychopathy who just want to " kill the world" . Some on the left, some on the right. Unless it was primarily political and he left some kind of manifesto and/ or was motivated Primarily by politics I'm not sure it's all that difference from all the other nut jobs who get guns and try to kill the world. It's a Stephen- King- like character looking thing, somebody so tormented, angry and twisted and they want to create some lasting " masterpiece " as a FU to the world. The US will never run out of these guys.
