Exactly. Blacks make up 13% of the population, but 26% of all police shootings. So they are way more likely to be shot, per capita, than other Americans. Whites, conversely, make up 63% of the population, but only 54% of police shootings. Meaning they are, relatively, much less likely to be shot.

Simply stating the absolute numbers is meaningless. It should be expected that whites are going to be shot, in absolute values, more than blacks; they are a substantially larger percentage of the population. But, comparatively, it's much, much more likely that an individual black American will be shot than an individual white American.
