It does not have one.
He probably was talking about a rider.
It is a pretty simple engine.
Yes, the carb has a small bowl for someone who asked about it.
I am thinking the carbs dirty or fuel valve closed.
I do see a lot come in my shop and guys open the valve and it works fine. The Briggs at that price point do not have a fuel shut off valve which is why people overlook it.
