I would not plan on catching a single trout in the surf, that's pretty much only a Louisiana and Texas thing. Reds, pompano, etc. certainly.
As said, your best bet is sand fleas or shrimp on a two hook rig. I like to do one of each. Cast one rod short, as long as its 1.5 feet of water that's perfect. Could be 10 yards off the beach. And one rod deep, generally I try to get past the 2nd break. If you really want to try hard, keep a rod with a jig, spoon, or maybe a topwater in case you see a school or fish swim by.
The big mistake people make is casting both rods the same distance. Tons of fish swim real shallow, but they all swim parallel to the beach so have different distances.
