did she say that someone kept voting against her rather than just promoting another guy? She was just their version of Merlin, that was why Merlin put on the suit at the end. He didn't have the chance before and was going to when he could (that we know of).
I hate that Merlin went down at the end though, he was a great character and I would think that a very advanced tech guy with great morals would be a tough get in today's age. I think Mark Strong probably didn't want to be attached to a long running series like this could be and went out like a boss.

I think she said it was Whiskey/Pedro Pascal that kept voting against her. Which is why she was unanimously voted in at the end of the film.
