Well given their history---of course.

Let not forget there is value in an instant offensive navy too. If they set out to build two carrier groups themselves it would take years.

How quickly are you expecting them to field a competent navy? This type of transition would easily take 5 to 10 years to fully complete, I'd expect. I grew up in a town with multiple naval bases... it's a lot of infrastructure and people to make it all happen.

Sure they did some awful things... but we've let iraq and Afghanistan remilitarize. Pretty sure Germany has a military, and waited under 10 years (obviously talking west germany) I'm not against the concept, just the manner proposed.

One of my favorite people did 3 years at yakasuka? ending last july. 2nd gen navy, born in Okinawa. I know they don't want us there... if we're about promoting equality, we should stop treating japan differently than every other nation we've built.
