Not sure why Murkowski would be a "no". It's pretty close to a bill she co-sponsored a few months ago. Maybe because her name isn't on it? KY's governor is supporting it big time and lobbying Rand hard on this. More likely to lose Capito or one of the other moderates.

I think anyone from the states predicted to lose money would have significantly less incentive to support it than those who are predicted to gain it.

Alaska's governor is against it. Murkowski has not tipped her hand but said she is closely consulting with him.
