So after binging the series today I came to an amazing conclusion on how we can truly know who really drew the dicks. Warning huge spoilers ahead.
I picked up like a lot of people that Van Delorey was a word play of Van Del clearly pointing to the vandals being Christa and Van. However I found something clearing it up even more. When watching the series it bugged me that Christa's surname Carlyle was spelled like that instead of Carlisle. Every person I know spells it that way and I thought it was odd. It then hit me that Carlyle is an anagram of clearly. So the two names put together read:
Christa Clearly Van Delorey
Than I realized that Delorey is also an incredibly unusual name to choose and was convinced that the writers of the show were hinting at something. Finally after a bit of scribbling and thinking I found that when rearranged "Christa Carlyle And Van Delorey" spells out:
Car Vandal Is Clearly End Theory
Now either this is an amazing coincidence or I've stumbled upon confirmation that his theory at the end is correct. I wouldn't put it past this being true as the writers also named each episode after a dick joke.

I think it was pretty clearly them. But that's a cool little find.
