Admittedly, there was a lot of hyperbole in that list

I was just re-watching the game for a bit, and the bells were being rung throughout the entire play, clearly violating this exception: except from the time the offensive center is over the football until the play is whistled dead.

My point is, this rule as designed cannot be enforced. They should either drop it for all teams, or add an actual penalty to breaking it (flags, fines, etc.).
