The "ruling class" in LA, is made up of the top ten percent of the wealthy and the politicians (often one and the same) and they have no desire to see any changes. Changes would simply mean threats to their power.
The bottom 50% of the people in LA have no ambition, no drive, and no desire to get off the government teat. They won't support any changes either.
Even if we could get the 40 percent remaining to get on board, They would all have to pull in the same direction, and that ain't happening.
