My cousin moved from Virginia to Hawaii the summer before her senior year. She had no issue with it, but she is very outgoing and a military kid so that may have something to do with it.

Get her arse into online high school and finish up high school early and start college.
I know senior years are "important," but they really don't mean anything.
Had a friend get transferred to Austin when his youngest was a junior in high school. Rather than switching schools, she enrolled in online high school at Ole Miss: LINK. There are tons of colleges that offer this.
Some of the best:
University of Nebraska: LINK
Texas Tech: LINK
Indiana University: LINK
Mizzou: LINK
UT Austin: LINK
Finished up, graduated early, started college early out in Texas and it worked out well.
All will give you a transcript that you will need to go to college. They won't give you a prom or homecoming.
Just throwing another option out there.
