Why isn't it translating to actual population growth? Pittsburgh to this day still hasn't had a population increase since the 1950s.

You had the dying off of the older generation and the baby boomer fleeing when the steel industry died off. There has been a huge move with the younger generation moving back to Pittsburgh.

Also, corporate is strong in the city....major employers who have a lot of employees...which means a solid tax foundation (solid public services and protection, schools, parks, etc)

Low birth rate and an aging population dying off or retiring elsewhere. The last of the steelworkers.

Why would you be laughing at Pittsburgh? Have you ever been there? It's a great city. Scenically beautiful, economically stable, fun people, lots to do, affordable. I wouldn't mind at all living there.
