If you listen to the longer video she tells him the patient has already been given something to make him more comfortable. It would make no sense to draw blood at that point because the hospital has introduced drugs into his system. The cop then tells her that all that would go away in civil proceedings when it would be cross checked... so in other words, they wanted blood drawn in order to claim the victim was on drugs and are therefore not liable for his injuries. As far as it going away in civil proceedings, we all know that's bullshite. That would be used to tie this up in court for years to come. It wouldn't magically go away.
