Currently right now it's over cast here in Dallas.
We are slated to get rain all week. With the most of it coming Wednesday & Thursday. Slight drizzle expected Friday and Saturday.
Obviously with rain comes lightning which would suck given that I assume espn will want to keep this game at its original time slot 8:30pm so any delays could be problematic prolonging the game into a long night into Sunday (possibly).
The field condition is one thing, although minor in the fact the cotton bowl only host one game each year. That's the kicker. The game they host is also during one of the busiest months in dallas being, the state fair. A lot of volunteers come to dallas to support and host. A lot of students from OU and UT volunteer in the stadium as well. Idk if the CB could pull this off in short week trying to scramble to get enough volunteers and crew but there might be a chance they could. DART (dallas metro train) goes to Fair Park so people can easily stay at hotels not necessarily near the stadium if they wanted.

They host like 3 or 4 games throughout the year. They play a a couple during the State Fair of Texas.

This is a really good point, they do not have the same sort of managed staff like a stadium with a home team. It will be interesting what they say.

Where do you get your forecast, BS.com? There is only one day this week with even a reasonable (40%) chance of rain. Stop making things up just to feel like you have something to contribute. Dallas is the smartest idea all around being considered, period.
