With the dollar figure tied to these incidents, heads have to roll, whether they are actually responsible or not.

I must say, I'm not confident in our Navy's ability to beat China in a naval conflict right now.

The military is all about image and it runs the largest PR machine in the world. Military commanders want Americans to be confident in their armed forces. When something like this occurs the military will start firing people starting from the top down. It gives off the impression that something is being done to address these issues.
