It's a shitshow. Changing the ROE will be huge.
I once had the "pleasure" of speaking to a Taliban village leader after we accosted him. I specifically wanted to question why he and his buddies stripped a brand new Cummings generator we set up for the village. His response: Muhammad didn't have a generator. I literally almost pissed myself laughing in his face and reminded him that Muhammad didn't have a damn cell phone either.
That is just one of thousands of oxymorons that are applicable to Afghanistan.

I remember reading an AAR where the villiage women blew up a well we built them.
Apparently the long walk to the river was the only time they got to get out of the house, and away from their husbands.
