They're the laziest, dumbest people on the planet. You can't change or fix a country and it's people when they are simply content on living in the stone ages.

We had an Afghani police chief who was put in power by us because his predecessor simply packed his shite and high tailed it out of country in fear for his life. A few months later the same police chief we helped put in power tied an 8 year old boy to a wooden pole and raped him repeatedly for several days. The Afghan "national police" and many Afghan army regulars we were around were always stoned off their asses so all they did was fill sandbags.
