If you have enough foresight you'll see that eventually a universal basic income is going to be necessary at some point in time.
Are we there yet? No.
It'll be when robots and automation do the majority of the labor in the country.
The real question is how far are we from it?
Eta: I think these super rich techies like to talk about it because they know once it happens, they'll be even more filthy rich and powerful because they will be the ones behind the automation technology.

The steam engine, cars and trucks, electrical distribution, the mainframe computers, personal computers, and hundreds of other technological advances were supposed to destroy the need for labor, never happened will likely never happen. When one job becomes obsolete another need is created, and the labor force adapts.
Mainframe computer.
The PC, etc.
