BR and NOLA have always had neighborhood gangs in my lifetime. It seems like a large gang could come in and set up shop, particularly in BR where the gang activity is concentrated in 3 or 4 areas

It's a big city on the country's largest drug trafficking interstate. The big gangs are there, they just aren't concerning themselves with robbing tourists in the quarter and shooting up houses in Algiers because Pookie shorted Ray Ray on an ounce of swag
