It really isn't, though. It could easily be a by-product from police patrolling low-income areas (because that's where the majority of the crime occurs). That, combined with the inability for low-income individuals to hire good legal help, means higher incarceration rates.

Yeah, where you have lower income areas, you'll have higher crime, thus a larger police presence. However, most of these morons are riding or walking around in possession and even smoking while walking and/or driving. They typically have a DGAF attitude that never works out for them whether it be drugs or credit score.
