Yeah Eli will likely be a borderline case for HOF voters bc of the inconsistency of his career and, like you argued, he hasn't been a top 5 passer, except for 2011, in the most prolific passing context of the NFL's 97 year history. Peyton, Brady, Brees, Rodgers, and Roethlisberger have clearly been superior to Eli in this era.

If his last name was Smith, people would have a different perspective on his career. It would be viewed as a good not great career, and he would be seen as a tier 2 qb among his contemporaries. Where the calculus changes is because he's a Manning and he played in New York. Because of those two things, he is unjustifiably elevated by many.
