It cannot be corrected in the current governmental and social framework. But it could be largely corrected. Would just take effort and will.

Please offer a realistic solution. I cannot think of anything that the inner city, uneducated and unwilling, broken family black citizen would be open to and willing to do to improve their situation. Remember, most don't want to work hard. They don't want to get an education. They don't want the white lifestyle. They just want to thrive in the streets 'fricking bitches' and 'getting money'. That is their two goals and they won't let anything like the police, the white man, or any community program change that.
