But...wasn't Obama able to flip the votes of Ben Nelson, Blanche Lincoln, Mary Landrieu and several Congressmen, to secure the passage of his signature bill? Trump doesn't act, he simply REACTS.

This is a good thing. The president is supposed to execute and enforce the law, it's scary as hell when they start writing it. It was the #1 reason I didn't want Hillary to win. She would set up a lobbyist hotel in the East Wing and start churning out pay for play legislation by the ream, then fax it all down to Capitol Hill for her lemmings to shove through.
Thank god we don't have an authoritarian like her or Obama in the WH.
