No, rewatch the episodes following BOTB. Jon wants to give Winterfell to Sansa, and she declined that. That was settled before they spoke to the other houses. She's out there openly supporting Jon as the leader, not standing and claiming it should be hers. She advises him and questions the wisdom of his moves at times, but she isn't invoking the "I'm the Stark and you MUST follow my commands" card.

I think her saying what she did to Bran, was basically her realizing that Bran DOES have a legit claim (if he were to push it), and they just pieced together an alliance under Jon... "oh shite, Bran could wreck everything if he wants". Bran and she will have to acknowledge to the others that he declines his right to Winterfell, to remain united under Jon. Otherwise, Jon can be viewed as a usurper.
