Trump's administration investigating the Obama administration and the Clinton's would be the dictionary definition of a political environment that is too toxic. The only way the Trump admins (or any admins) could go after the previous admins and/or his opponent is with a special counsel.

Trump is only president for 8 years, does he want to open that box? Obama surely could have railed bush, bush could have done the same to Clinton; so on and so forth.
