I would be the first to admit that we are in a decline in NOLA right now, but it started 12 months ago and was preceded by a decade of growth and progress. The CBD with enhanced living, dining and entertainment options is better than it's ever been.
Also roads still suck, but some of the primary roads I travel everyday have been or will be repaved in the next year (st Charles, Jefferson, Napoleon, Magazine, Louisiana). Also huge drainage upgrades are underway uptown.

What makes you say that?
I have seen one study that showed basically a balance of people moving in and out. It didn't specify income class, so I don't know what to make of it
