but the problem is that unless you provide that economic opportunity and build the top-level of your city's economy (while pushing the underclass away), those structural issues will never be solved (and likely get worse as the stagnant/backwards economy will cause companies to leave)

how else can you ever get the underclass to leave or at least re-set the population so that if it doesn't leave, it has little impact on your economy and political system? this is part of the bigger issue why LA is doomed as a state. we have catered to the underclass so much that they basically rule by the mob and prevent any real development
