It's extremely wide definitions of bad behavior.
When I was on the Harvard campus about 6 years ago there were signs advising women to call the 'Abuse Hotline'. The headline was :
ABUSE COMES IN MANY FORMS
Then there was a list of behaviors by a male toward s female that could equal 'abuse.' The two that stuck out to me:
'Does your boyfriend ever change the channel while you're watching a TV show?'
'Does your boyfriend ever disagree with you?'

Well which one is it? Which gender is encouraged to feel threatened by everything?
If it's 1 in 4 women it's not actual cases of violence or aggression, it's including "hyper masculine" or "stalker" which is all perception. If a guy asks a girl out 2x without receiving a yes she may consider him a stalker and feel threatened, a guy gives 2 shits about a girl they aren't interested in asking to hang out on multiple occasions.
And are a couple of guys horsing around among each other considered hyper masculine?
If 1 in 4 women were actually assaulted anywhere, besides Europe, a police task force would be brought in immediately as they should.
This is briefing women on what should feel threatening, masculinity, and encouraging it being reported if they have witnessed masculinity. It's demonizing men for womens insecurity towards them
