Well since you seem to have the answers why not contact those pesky federal bureaucrats and have them just whip up a policy change to suit your whims...hell with the handicapped.
But to blame the local municipality, engineer and contractor for being inefficient with those precious tax dollars which they are dictated by law seems pretty seems simple minded-much like many of the posts in this thread.

Where did I blame the local authorities for following the law?
I just pointed out how we pay tax dollars that are not used to the best advantage.
I realize why we have to do what the Feds demand, but it still doesn't make it right does it?
