Tolls are the answer. In Texas, the fight against tolls centers on the state collecting tolls long after the road is paid for. However, there is no doubt the tolls pay for the project. You could build 2 loops, one north and one south, which is what is needed, with zero state outlay. Road construction companies in Texas specialize in this. It seems Louisiana is resisting cracking the seal on the state's first toll road, even though Texas and Florida have many.
As an aside, I can't help but notice the lightly trafficked Audubon bridge in St. Francisville, how in the hell did that thing get built?

Pointe Coupee and West Feliciana wanted it, and pushed for it for about 40 years. New Roads didn't piss and moan when St Francisville wanted the bridge farther south.
West Feliciana is probably the most vocal NIMBY's in the state... even they were able to agree on a bridge placement.

Louisiana has a toll road. Well, actually it's considered an expressway over water but, whatever....the LA 1 overpass in Leeville to Port Fourchon.
