I'll answer instead of downvote.
The special prosecutor case is way more "important," and therefore usually takes pole position on pursuing a case before a Congressional investigation.
The theory is that if someone has real pertinent information that the SP can use to indict or obtain testimony, they will block those individuals from testifying before Congress. In conclusion, people theorize that allowing them to testify means the SP doesn't see anything of value in what they have to say, ie no smoking gun.
