Is it more competitively balanced than the Portuguese league? Because that's always my thought when you consider the best league outside of the big ones.

There are 6 clubs in Russia that I would consider to have lots of money. Zenit, CSKA, Spartak, Lokomotiv, Rubin, and Krasnodar. Dynamo is kind of iffy.
Portugal to my knowledge has 4. Porto, Benfica, Sporting, and Braga.
For instance, last year Rubin bought a bunch of La Liga guys because the coach was Spanish, but only finished 9th.
