Network speed on PC slower than other devices on network. (resolved)

I have a 60Mb/s Internet. When I run Speedtest oh my phone it hits around that. My PC that is hard wired caps at roughly 4Mb/s. I am at a loss for why this would be happening. Any suggestions?
ETA: So found out my R7000 was the problem. Had to do a factory reset and speeds are good again. Would like to know why a router goes into snail mode, but I will just be happy with faster speeds again.

Are you using the same server to test both? Is regular usage degraded on the computer?

Well I am just running Speedtest.net. I changed Ethernet cables to no avail. Steam downloads etc are equally sluggish. I don't see any applications or process's hogging network resources.

Maybe the firmware was updated as part of the reset - don't know.
I just updated the firmware on my router and the TV consistently connects at the higher speed, which it never did previously.

I'm having the same problem on my MacBook Pro. I am a cord cutter and have no problems streaming Netflix or playing Xbox Live online games, but when I try to watch a video on my laptop it is slow as hell.

I knew I was going to get caught haha. It's not really that huge of an issue, just slower than usual.

Do speedtests on each device you can. If there is big differences it could be the same type of problem I had.
I had thought it was my computer and dug deep int what processes could be causing the problem. Resetting a router is much easier than all the crap I was getting into not to mention it worked.
