Again, maybe they 100% should have been on, but can we wait for more info before making that call?

Maybe when she walked up to the car, there was no reasonable anticipation that a situation was going to occur?

They were responding to a call about a woman hearing a noise behind her house. I would think they are going to at least give some chance they encounter a person in a position he/she should not be in, no? That would lead me to believe that based on what I quoted, the body cams should be on and if they aren't then the officers are not complying with the guidelines.
