I'm about as conservative as it gets, but this is a stretch. I think it's pretty clear what she is saying. Conservatives have always hoped for bad weather in large urban cities as we tend to believe (I'm assuming the stats bear it out, but I have no idea) that turnout for Dems, i. e. minorities is depressed.

Maddow IS a loon, but I won't put this comment in that category.

Of course. Dems in urban centers tend to take public transportation and walk to the polls. No one likes to walk to the bus stop or walk to the polls in pouring down rain.
