Completely ridiculous settlement amount. Insurance companies need to start suing govt entities.

This settlement would not have occurred without authorization from the insurance companies and their lawyers. Because the insurance company has a duty to defend the city in civil suits, they likely determined that settling would be less expensive than litigating and losing at trial.
